South Carolina Department of Employment and Workforce

South Carolina is changing the debit card vendor for unemployment benefits. If you currently receive your unemployment benefits on a Bank of America debit card, this change will affect the manner in which you receive your benefits.

Starting July 16, South Carolina will no longer issue Bank of America Debit Cards. Mid-July, Money Network® debit cards will be issued by MetaBank®, N.A. Please watch your mail for the card.

Starting July 27, 2021, weekly unemployment benefits will no longer be loaded to Bank of America debit cards. Instead, your benefits will be loaded to your Money Network debit card. Claimants with a balance left on a Bank of America card can still use the card until September 30, 2021.

Money Network Prepaid Visa Card

A Money Network Prepaid Visa® Card allows direct deposit of unemployment benefits payments to those who do not have a traditional bank account or who do not want their payment deposited into their existing bank account. There is no credit check required.

The Card account is FDIC insured and follows all Regulation E requirements for consumer protection. The Card account owner has access to his or her funds 24 hours a day, seven days a week via purchases everywhere Visa Debit Cards are accepted — in stores, online or over the phone. You can also use your Money Network Card to pay bills (where accepted), get cash back with a PIN debit purchase at participating merchants, get cash from in-network ATMs Nationwide that carry the Allpoint® or MoneyPass® brands, over-the-counter cash access through tellers at any Visa partner bank or credit union and more.

U.S. Bank ReliaCard

A ReliaCard will be sent to you when you complete an application for benefits unless you opt to sign up for Direct Deposit at the time of filing. If you are re-activating a previous claim and don't already have a card, you'll be sent one at that time. The card will arrive in 7-10 business days in a plain, white, unmarked envelope with an Indianapolis IN return address. Please watch for it, and carefully go through your "junk" mail so that it is not accidentally thrown away.

No. If you do not have a previous payment method established at the time of filing and opt to be paid via Direct Deposit, you will not receive a ReliaCard. Please store your ReliaCard in a secure location even if you later change your payment method to Direct Deposit so we can continue to get a payment to you as quickly as possible in the event that a deposit is returned by your financial institution.

How to Check the Status of My Unemployment Debit Card

After you are approved for unemployment benefits, your state may offer you the option of receiving your benefits on a debit card. This card will typically be mailed to you soon after your benefits are approved, and it will be up to you to monitor any activity on it, including the receipt of your benefits.

How Can I Track my Unemployment Debit Card in the Mail?

Your state's unemployment website will inform you of when you can expect to receive your debit card. This can take a few weeks after you file your claim, so it's a good idea to be careful with your budget until your card arrives. States typically use standard mail to send your card, so no tracking is available.

What if I Haven't Received my Unemployment Card?

If your card does not arrive within the expected timeline, get in touch with unemployment to explain your situation. Some states may provide a separate customer service number for handling debit card issues. You may also want to check to make sure that your claim was approved.

Tip

As a security measure, debit cards are often mailed in plain white envelopes. The envelope may also be printed with an out-of-state return address. To avoid inadvertently throwing away your debit card, be sure to open all your mail while you are waiting for the card to arrive.

How Long Does it Take to Get Unemployment Money on My Debit Card?

The time it takes to get your first payment via debit card depends on where you live. For example, it can take four weeks for someone in Texas to receive their first payment, while recipients in Washington state can expect to receive it about two weeks after being approved for benefits. Your state should tell you when you can expect the payment to be added to your card's balance.

Once your benefits begin, most states send payments every two weeks after you have certified your continued eligibility for unemployment benefits. This means that you either call into a voicemail system or log in online and answer questions about whether you have been employed, any money that you have earned and whether you have made efforts to find a new job. Every state is different, but in many cases, a deposit will be made within a day or two after you certify.

Why Hasn't my Debit Card Been Credited?

There are several reasons why an expected payment may not arrive on your debit card. Here are a few of them:

  • You failed to activate your debit card. When you received your debit card in the mail, you also receive instructions for activating the card by phone or online. If you didn't activate your card or didn't activate it properly, benefits won't appear in your balance.
  • You didn't certify for benefits. States require you to certify your eligibility for benefits on a regular basis. If you fail to certify for a specific period, you won't receive a payment. If you forgot to certify, your state may allow you to go back in the system and complete certification for that period. Don't delay, however, after some time has lapsed, you may not be able to go back and claim benefits to which you were originally entitled.
  • Your claim has been questioned or suspended. While this is unlikely, it sometimes happens that your unemployment agency receives information that causes it to suspend your claim while it investigates whether you are still eligible for benefits. In many cases, this happens because you made a mistake while certifying for benefits and answered a question in such a way that would disqualify you from a benefit payment.

Tip

Some states have automated phone and online systems that can tell you when a payment has been sent to your debit card. Check the service first to make sure that a payment has actually been issued.

Other Debit Card Considerations

Checking purchases: The back of your debit card should include a customer service number as well as a website address. These services can provide you with statements that show you your recent purchases.

Minimizing fees: Some debit card companies, including those contracted by state unemployment departments, charge fees for certain activities, such as using an ATM or taking advantage of bill pay services. Make sure you understand these fees before you use your card, as well as ways that you can minimize or avoid fees entirely:

  • Pay with the card: Unemployment debit cards usually have either a MasterCard or Visa logo on them. This means you can use these cards to pay for purchases at any store that accepts these credit cards. There is no charge to you for using the card in this way.
  • Get cash back at the register: Many retailers allow customers to request cash back on debit card payments at the register. While there is often a limit as to how much cash you can receive, stores usually do not charge you anything to receive cash back. It's a good idea, however, to check on the store's policy before making a cash back request.
  • Request a cash withdrawal at a teller window: The banks that issue debit cards will sometimes allow users to make withdrawals directly from a card balance by visiting one of their branches. Check the information that came with your unemployment debit card.
  • Transfer funds to a bank account: Some states, such as Indiana, do not offer direct deposit of unemployment benefits to checking or savings accounts. However, Indiana does permit benefit recipients to transfer debit card funds directly to their bank accounts via an automated phone system.
  • Use only no-fee ATMs: Your debit card issuer may participate in an ATM network that charges no fees. Check with the debit card company, or your unemployment agency's website, for a list of no-fee ATMs.
  • Withdraw larger amounts: If you must use an ATM that charges fees, withdraw larger amounts if it is safe to do so. Fewer withdrawals result in fewer fees. 

Tip

An alternative to an unemployment debit card is to request your benefits via direct deposit into a checking or savings account. There are usually no fees associated with the direct deposit, and you won't have to worry about ATM limits, or finding a no-fee ATM when accessing your funds.

Whether it's been a long time since you've filed for unemployment benefits or it's the first time, you're beginning a process that may at first seem confusing but – keep the faith – gets much easier after a few repetitions. One part of this process is checking the balance on your unemployment card. This is a task you'll probably want to undertake after certifying for your benefits every two weeks – to ensure the money has been loaded onto your card – as well as whenever you want to check on your current balance.

No one would say that the unemployment process is free of the occasional delay, wrinkle or frustration. But checking the balance on unemployment cards should become a rote exercise – as long as you follow the proper steps to get to this point.

Ensure You've Covered the Basics

If you're at the point where you want to check the balance on your unemployment debit card, you've already passed what for many people is the most time-consuming part of the process: Filing a claim, which usually requires you to detail your employment history for the last three years, with start and end dates.

Since your request for unemployment benefits has been approved by your state, you should have received a document called an "unemployment insurance finding" (or something similarly worded). This document should include some important information, including:

  • Your weekly benefit amount, which will be paid to you in two-week increments.
  • Your payment method (in this case, a debit card, unless you choose to change course and request direct deposit or a paper check, the Consumer Financial Protection Bureau says).
  • The day of the week you've been assigned to certify for benefits.

Assuming that you've applied for benefits online, you should already have a login and password. It's a good idea to keep these two pieces of information in a safe, nearby place. You'll need them to certify for benefits, which is another way of saying keeping your state apprised of your job-search status and verifying that you remain unemployed. Many states, like Illinois, make it clear: "You will not receive unemployment insurance benefits if you fail to certify" every two weeks.

Ensure You've Activated Your Card

It's natural that many people wonder how long it takes for the benefits to be loaded onto their debit card after they certify for benefits. The answer depends on the state, but it usually takes a few days. So if your certification day is every other Tuesday, it's reasonable to expect that your benefit will "land" on your card by the following Friday. But give the process a few iterations. After a few weeks, you may even be able to narrow the arrival of the funds down to a few hours, such as early afternoon or late afternoon.

There is one more step that is vital to the process – and to you receiving your benefits. You must activate your debit card, which arrives in a separate envelope from the "UI finding" statement. Many people miss it, or toss it in the recycling bin, because it arrives in a plain white envelope about three weeks after a claim is filed – in New York as well as other states, the New York Department of Labor says. So until it arrives in your mailbox, it's smart to open every envelope, even if you can't feel any plastic through the paper.

After the card arrives and you remove its tacky, adhesive backing, you should follow the three steps outlined in the enclosed letter: Call the 1-800 number, create a four-digit PIN (also worth keeping in a safe place) and sign the back of the card. Once these steps are complete, your card will be activated and you will have access to your money. Since you can use the card to make in-store purchases as well as pay for goods and services online, be prepared for store associates to check and verify your signature.

Check Balance on Unemployment Card

Having followed the process correctly, your benefits should be loaded onto your card like clockwork. But you may wish to ensure that the money is there before you head out to the store to buy gas or groceries. One pre-check is needed first: The methods your state allows you to check the balance in the first place. Call that 1-800 number on the back of the card, or consult the FAQ section on your state's unemployment benefit portal, to find out which options are available to you. For example, cards issued by U.S. Bank's ReliaCard, which serves people in 10 states, offer five choices to check balances on unemployment cards, according to Unemployment Portal:

  • By phone, by calling the number on the back of the debit card. Many people consider this the fastest method.

  • By going online to your state's unemployment portal. In some states, the balance appears in the upper-right corner of the screen right after you log on.

  • By signing up for text or email alerts, which are sent as soon as the money arrives in your account.

  • By going to an ATM that displays Visa and MasterCard acceptance marks.

  • By downloading the app associated with your card issuer, through the App Store or Google Play.

Chances are, you'll find one option that appeals to you most and stick with it as long as you continue to receive unemployment benefits. And should you ever have a problem – the money doesn't "show up" or a different amount shows up – you probably know by now what to do: Call that 1-800 number for guidance. No one enjoys a delay, wrinkle or frustration, but by this point, you've proven that you can champion them all.

How Unemployment Debit Cards Work

When you receive unemployment compensation, your benefits may be paid via a debit card (also known as a direct payment card or electronic payment card). The card will be provided to you by your state unemployment office. It will be mailed to you once your claim is approved.

Options for Receiving Unemployment Compensation

When you file for unemployment, you will be advised of the different options available for receiving benefits. Most states no longer issue paper checks because it is far less expensive to process benefits electronically.

How Unemployment Debit Cards Work

If your state unemployment office provides a debit card, it will work just like any other bank debit card. You will be able to withdraw cash at an ATM machine of your choice and use your card for purchases at stores.

You can also pay bills with your debit card. For example, you may be provided with a Chase Visa card, a KeyBank debit card, a Bank of America Mastercard, or another bank-issued card. When you use your card, it won’t be apparent to the department store or your dry cleaner that it’s an unemployment payment card. Your card will be similar to a personal debit card.

In addition, you may be able to transfer funds from your unemployment debit card directly to your bank account via a direct deposit transfer if you want to pay your monthly bills that way. Check with your local bank to see if they provide this service.

How Often You'll Be Paid

Payments are typically made on a weekly or biweekly basis depending on your location. To find out how to sign up for (or change) your unemployment payment option, check with your state unemployment office.

What to Do if You Don't Receive Your Payment

If your payment is more than a few days late, call your unemployment office. They will be able to provide you with information as to whether or not your payment has been processed and what to do if your payment is delayed or there's been some kind of issue.

Most states have a special number to call for debit card problems.

What to Do if You Lose Your Debit Card

What should you do if you have lost or misplaced your unemployment debit card? If your debit card is damaged, lost, or stolen, check the FAQ section of your state unemployment office for instructions on how to get a replacement card. For example, in California, there's an 800 number to call to get a replacement card mailed to you.

How to Avoid Unemployment Debit Card Scams

Unemployment debit card scammers are thieves who target unemployment recipients in order to get their hands on their funds.

The good news is, you can protect yourself. Unemployment offices do not ask for your personal information once your claim is set up. Therefore, most likely you're dealing with a scammer if you receive a phone call, email, or text message requesting the following information:

  • Social Security number
  • Bank card/direct payment card number
  • Direct deposit account number
  • PIN

To protect your privacy, do not provide any of the above information to a third party.

A ReliaCard will be sent to you when you complete an application for benefits unless you opt to sign up for Direct Deposit at the time of filing. If you are re-activating a previous claim and don't already have a card, you'll be sent one at that time. The card will arrive in 7-10 business days in a plain, white, unmarked envelope with an Indianapolis IN return address. Please watch for it, and carefully go through your "junk" mail so that it is not accidentally thrown away.

No. If you do not have a previous payment method established at the time of filing and opt to be paid via Direct Deposit, you will not receive a ReliaCard. Where New Yorkers Can Avoid ATM Fees On Unemployment Debit Cards

This is a challenging time for many New Yorkers who have lost work because of COVID-19, and it does not help matters to deal with ATM withdrawal fees when using your unemployment benefit debit card.  

According to the New York State Department of Labor, the best way to receive your unemployment-insurance benefits is through using direct deposit. However, if that option isn’t available (or you’re not comfortable sharing bank information), you can receive a debit card. You can use this debit card to get cash at ATMs, but you can also use it as a way to pay for anything wherever Mastercard is accepted (without any fees).

If you want to get cash without paying fees, you can use the debit card at any KeyBank or at any ATM on the Allpoint Network. There are at least 10 Allpoint Network ATMs in Lower Manhattan. You can find them at Duane Reade, CVS, Rite Aid and McDonalds as well as Cafe Exchange (49 Broadway) and 1 Pace Plaza.

By logging into the Key2Benefits website, you can view your monthly account statement, set account alerts and review your balance and other account information. You can also sign up for text alerts and receive notifications as soon as your benefits are deposited onto your debit card.

How Unemployment Debit Cards Work

When you receive unemployment compensation, your benefits may be paid via a debit card (also known as a direct payment card or electronic payment card). The card will be provided to you by your state unemployment office. It will be mailed to you once your claim is approved.

Options for Receiving Unemployment Compensation

When you file for unemployment, you will be advised of the different options available for receiving benefits. Most states no longer issue paper checks because it is far less expensive to process benefits electronically.

In the states that have gone electronic, options for receiving unemployment benefits include having a direct deposit transferred straight to your bank account or having your benefits added to a bank debit card. For example, in Connecticut, claimants have two options for payment: direct deposit or a debit card.

How Unemployment Debit Cards Work

After you sign up for benefits, your card will be mailed to you. Once it's received, you will need to activate it and set up a PIN in order for it to receive funds from the government. You'll receive your funds according to a schedule determined by your local unemployment office.

If your state unemployment office provides a debit card, it will work just like any other bank debit card. You will be able to withdraw cash at an ATM machine of your choice and use your card for purchases at stores.

You can also pay bills with your debit card. For example, you may be provided with a Chase Visa card, a KeyBank debit card, a Bank of America Mastercard, or another bank-issued card. When you use your card, it won’t be apparent to the department store or your dry cleaner that it’s an unemployment payment card. Your card will be similar to a personal debit card.

In addition, you may be able to transfer funds from your unemployment debit card directly to your bank account via a direct deposit transfer if you want to pay your monthly bills that way. Check with your local bank to see if they provide this service.

How Often You'll Be Paid

Payments are typically made on a weekly or biweekly basis depending on your location. To find out how to sign up for (or change) your unemployment payment option, check with your state unemployment office.

What to Do if You Don't Receive Your Payment

If your payment is more than a few days late, call your unemployment office. They will be able to provide you with information as to whether or not your payment has been processed and what to do if your payment is delayed or there's been some kind of issue.

Most states have a special number to call for debit card problems.

What to Do if You Lose Your Debit Card

What should you do if you have lost or misplaced your unemployment debit card? If your debit card is damaged, lost, or stolen, check the FAQ section of your state unemployment office for instructions on how to get a replacement card. For example, in California, there's an 800 number to call to get a replacement card mailed to you.

How to Avoid Unemployment Debit Card Scams

Unemployment debit card scammers are thieves who target unemployment recipients in order to get their hands on their funds.

The good news is, you can protect yourself. Unemployment offices do not ask for your personal information once your claim is set up. Therefore, most likely you're dealing with a scammer if you receive a phone call, email, or text message requesting the following information:

  • Social Security number
  • Bank card/direct payment card number
  • Direct deposit account number
  • PIN

To protect your privacy, do not provide any of the above information to a third party.

Payment is issued after your claim is processed and it is determined you qualify for benefits. The first payment you may receive is postponed by one week's worth of payment, called the waiting week. Basically, every claimant who qualifies for unemployment serves an unpaid "waiting week" that begins the first week they become eligible to receive benefits.

In order to be paid benefits, you must request payment every week. If you are eligible for benefits, payment will be deposited to an unemployment debit card. After claim processing, payment may take two to three business days to receive from the time you submit your payment request. To request payment online, register with MyUI+.

You are responsible for knowing when you are scheduled to request payment. Requesting payment too early or late will result in your claim being closed. If this occurs, you must reopen your claim before future benefits can be paid.

South Carolina Department of Employment and Workforce

South Carolina is changing the debit card vendor for unemployment benefits. If you currently receive your unemployment benefits on a Bank of America debit card, this change will affect the manner in which you receive your benefits.

Starting July 16, South Carolina will no longer issue Bank of America Debit Cards. Mid-July, Money Network® debit cards will be issued by MetaBank®, N.A. Please watch your mail for the card.

Starting July 27, 2021, weekly unemployment benefits will no longer be loaded to Bank of America debit cards. Instead, your benefits will be loaded to your Money Network debit card. Claimants with a balance left on a Bank of America card can still use the card until September 30, 2021.

How to Check the Balance on an Unemployment Debit Card

Whether it's been a long time since you've filed for unemployment benefits or it's the first time, you're beginning a process that may at first seem confusing but – keep the faith – gets much easier after a few repetitions. Having followed the process correctly, your benefits should be loaded onto your card like clockwork. But you may wish to ensure that the money is there before you head out to the store to buy gas or groceries. Call that 1-800 number on the back of the card, or consult the FAQ section on your state's unemployment benefit portal, to find out which options are available to you.   • By phone, by calling the number on the back of the debit card. Many people consider this the fastest method.

Unemployment Insurance Claimants Issued New Debit Cards

As a result of a new State of Michigan contract, the Unemployment Insurance Agency (UIA) will change debit card providers from Bank of America to U.S. Bank.

Newly eligible claimants who choose the debit card option will be issued the new card and for currently active debit card holders, benefits won't be deposited onto the new cards until August 25. Claimants are asked to use their current cards as normal until then. Claimants receiving benefits via direct deposit account are not affected by this change.

Individuals who are eligible to receive unemployment benefits have the option of receiving them via direct deposit to their bank or credit union, or through a debit card. About 28% of claimants opt to receive their payment via debit card.

Claimants will receive information and disclosure information on the check balance unemployment debit card debit cards beginning in July. To prevent any interruption in benefits and receive all pertinent information about the new debit card, claimants are urged to verify that UIA has a current address and mobile phone number on file. Claimants may update their contact information online through the Michigan Web Account Manager (MiWAM) or by calling UIA customer service at 866-500-0017.

More information on the change in debit cards will be provided via email, mail or through the Michigan Web Account Manager (MiWAM) portal. Payment is issued after your claim is processed and it is determined you qualify for benefits. The first payment you may receive is postponed by one week's worth of payment, called the waiting week. Basically, every claimant who qualifies for unemployment serves an unpaid "waiting week" that begins the first week they become eligible to receive benefits.

In order to be paid benefits, you must request payment every week. If you are eligible for benefits, payment will be deposited to an unemployment debit card. After claim processing, payment may take two to three business days to receive from the time you submit your payment request. To request payment online, register with MyUI+.

You are responsible for knowing when you are scheduled to request payment. Requesting payment too early or late will result in your claim being closed. If this occurs, you must reopen your claim before future benefits can be paid.

How Unemployment Debit Cards Work

When you receive unemployment compensation, your benefits may be paid via a debit card (also known as a direct payment card or electronic payment card). The card will be provided to you by your state unemployment office. It will be mailed to you once your claim is approved.

Options for Receiving Unemployment Compensation

If your state unemployment office provides a debit card, it will work just like any other bank debit card. You will be able to withdraw cash at an ATM machine of your choice and use your card for purchases at stores.

You can also pay bills with your debit card. For example, you may be provided with a Chase Visa card, a KeyBank debit card, a Bank of America Mastercard, or another bank-issued card. When you use your card, it won’t be apparent to the department store or your dry cleaner that it’s an unemployment payment card. Your card will be similar to a personal debit card.

In addition, you may be able to transfer funds from your unemployment debit card directly to your bank account via a direct deposit transfer if you want to pay your monthly bills that way. Check with your local bank to see if they provide this service.

How Often You'll Be Paid
